BENCHMARKS=THE HYDRPCARBON BILL

This is a bill that we are trying very hard to sign off on and the Iraqi
government has so far refused to sign, part of this bill shares the
current oil revenues among the three groups, the Kurds, the Shia and
the Sunni, more below the fold
